Policy Development for the Washington State Association of Counties (WSAC). I have worked on three major projects for WSAC:

• Helping eastern Washington county commissioners  participate in the Department of Ecology's Columbia River Water Supply Development Program.
  
• Helping Puget Sound county commissioners to help them participate in the Puget Sound Partnership's efforts to develop the Action Agenda for restoring Puget Sound. I was recently asked to work with the Association of Washington Cities (AWC) to help cities participate in the same manner.
• Representing WSAC in the first two years of start-up activity for the I-Permit program (collaborative web-based system of reviewing environmental permits)
  

Growth Management Act (GMA) compliance.  The city of Shelton needed to update various development regulations to comply with GMA requirements. I reviewed and updated the subdivision ordinance and provisions for essential public facilities, developed a new forest practices ordinance, and developed the overall resolution documenting the update process.

GMA Rules update process.  I was hired by the state Department of Commerce (formerly CTED) to advise them in the rule-making process to amend the GMA Administrative rules. I facilitated statewide public workshops, advised them on state rule amendment procedures, facilitated special-purpose stakeholder group meetings, and served as hearing officer for the final adoption process in fall of 2009).

Land Use Hearing Examiner. I presently serve as the Hearing Examiner for four cities in southwestern Washington. Types of cases include rezones, subdivisions, conditional use, and variances. I also was asked by one city to preside over an administrative hearing regarding appeal of the seizure by the city of a vehicle used to transport methamphetamine.
